The webpage for this product instructs me to drill and ream the hole for these heaters +.001"/-0 tolerance. Do you suggest applying a thin layer of thermally conductive gel between the sheath and the ID of the hole?

There would be no harm in adding some thermally conductive gel but if a tight fit is achieved the Heater will perform as expected.
