Can this heat tape overlap itself without burning out?
Hi JRP21C
The tape will regulate down when encountering hot spots. So it is more resistant to burn out than constant watt style. Best to avoid overlaps by use of splice and t boxes at branches.

Can this be used on 1/4'' stainless steel tube, maintaining a temp of 60°C?
It should be OK but to maintain at 60C you would need some type of sensor and Controller or Thermal switch to maintain that temperature.
